REVITALIZATION OF KUA SERVICES IN THE PERSPECTIVE OF MASLAHAH MURSALAH

Abstract

This study aims to analyze the revitalization of the role of the Religious Service (KUA) of Silo District, Jember Regency in the perspective  of  maslahah mursalah, especially as an effort to improve the quality of religious services and strengthen social functions. This revitalization is motivated by the increasing need for the community to be fast, transparent, and in accordance with welfare values. The research method used is qualitative with a juridical-sociological approach. Data was obtained through interviews, observations, and documentation, then analyzed descriptively-analytically with the theory of maslahah mursalah as an analysis knife. The results of the study show that the revitalization of the KUA of Silo District includes several strategic steps. First, increasing the capacity of human resources through administrative, legal, and religious guidance training, so that services are more professional and competent. Second, modernizing facilities with the latest technology and simplifying administrative procedures to reduce bureaucracy and improve service efficiency. Third, strengthening cooperation with local governments and religious organizations in supporting community guidance programs and fostering sakinah families. Fourth, the implementation of transparency and accountability through a periodic reporting and audit system that prevents maladministration practices. Field evaluations showed a significant increase in public satisfaction, a decrease in the number of complaints, and an increase in public trust. From the perspective  of  maslahah mursalah, this effort is in line with maqāsid al-syarī'ah: protecting religion (hifzh ad-dīn), intellect (hifzh al-'aql), soul (hifzh an-nafs), and property (hifzh al-māl). Thus, this revitalization creates real benefits in the form of a more harmonious, orderly, and dignified society. The importance of this research lies in its contribution in offering a model of revitalization of KUA that is oriented towards the public interest, while affirming the role of KUA as an agent of socio-religious transformation.
