This research is motivated by the imbalance between women's economic contributions in fishing families and the recognition and unequal division of domestic roles. This study aims to analyze the practice of women's dual roles, the process of normalizing the double burden through the narrative of wifely obedience, and the limitations of the implementation of mutual-based Islamic jurisprudence in husband-wife relations. The method used is a qualitative research approach with a field study approach in Ngawen Village, Sidayu District. Data were collected through in-depth interviews, observation, and documentation of nine fishing families, then analyzed using reduction, presentation, and conclusion-drawing techniques. The results show that women play a significant role in supporting the family economy as a survival strategy amidst income uncertainty, but this role is not accompanied by a proportional division of domestic responsibilities. Women's dual burden is normalized through the internalization of the value of wifely obedience, which is understood as a form of piety. Furthermore, the concept of mutuality in husband-wife relations is still limited to the normative level and has not been implemented in practice. These findings emphasize the gap between the value of justice in Islamic teachings and the reality of domestic relations in society.
